I’m looking for a website design and modifications to this script

Here is a list of design and modifications I require:

- Design and customize website and script with knowledge of xhtml and css. Site must be xhtml verified and made compatible and tested with major browsers (IE6, 7, Firefox).

- Add a comments system to the script with a strong spam protection (Captcha, IP blocking, bot blocking, badwords filter) also an easy admin option for blocking registered users and bad ip addresses.
I want the surfer to be able to easily comment on the site so design the site so the comments are just below the picture. Fields: name or anonymous, optional email, comment, captcha. Automatic logon for comments submitted with email addresses. In the admin panel a form to send bulk messages to subscribers.

- Move the picture title and description to above the picture. Move Resolutions, Bookmark This Page. Add this wallpaper to your page to a better spot on the page preferably in dropdowns just below the picture.

- Add an email picture to a friend in dropdown below picture

- Add a logon password system for users to upload.

- Fix the submit pictures so the person will be emailed thankyou registration and auto logged on first upload.

- Fix the comments section so the person will be emailed thankyou registration and auto logged on first comment.

- Picture upload limits on picture size and dimensions in the admin panel.

- Ability to resize pictures and thumbnails to optimal sizes inside script on upload.

- Admin section ability to setup the dimensions of the thumbnails for wallpapers on main page.

- a next page, previous page system added to the main page for pictures.

- Newsletter to all registered members with subscribe and unsubscribe option in the Admin panel add a newsletter sending script to members.

- Each wallpaper, category and sub-category should have it’s own title, meta keywords and meta description tags in the admin panel

- Category menu should be in php (treemenu) with no usage of javascript

- Option to backup and restore site database inside admin panel… so I can make backup of site mysql database, download it to my pc and be able to restore it from using that same file.
