Headline specs:
1. Engine to intelligently place “tooltips” over selected keywords and phrases. Publisher must be able to limit frequency and location of words (i.e. not in headers, no repetition, etc.)
2. Must have procurement and billing system for advertisers
3. Must have reporting and analytics system for publishers
4. “Tooltips” must be capable of supporting sophisticated graphic design and multiple types and sizes of ad units
